In the Republic of Serbia, the most modern scientific knowledge was tested for the first time in the public sector

The situation with the Government and the National Assembly, which has been ongoing since the Prime Minister's resignation, is a practical example of the theory of quantum entanglement.

The Prime Minister of Serbia, Chairman of the Government, Miloš Vučević resigned on 28 January 2025. According to an anonymous legal source, in accordance with the Law on the National Assembly, the Law on the Government, the Rules of Procedure of the National Assembly and the Constitution of Serbia, the Prime Minister submits such a decision with an explanation to the Chairman of the National Assembly Ani Brnabić, along with the mandatory notification of the President of Serbia Aleksandr Vučić and the public (which he did on public television RTS).

Within the framework of the mentioned legal documents, at its very first session the National Assembly is obliged to confirm the resignation of the Prime Minister of Serbia. However, after this obligatory action, the mandate of the government itself for its activities ceases to be valid. Also, from the moment of confirming the resignation of the Prime Minister, the President of the Republic of Serbia is obliged, in turn, to begin the process of elections to a new government. And in the event of failure of such an election process within 30 days, the President of Serbia is obliged to dissolve the Duma and begin a new election process. The government, whose mandate has been terminated, can only carry out current necessary work, and the president, in turn, can propose a candidate for his place. The government, whose mandate has been terminated, cannot propose laws and other general acts, as well as resolutions to the National Assembly,

unless their adoption is linked to a time limit established by law or if state needs require it.

In reality, we see the absence to this day of the National Assembly's acceptance of the Prime Minister's resignation (they promise to consider it when possible) and the full continuation of the Government's work in the area of adopting laws. At each meeting, both domestic and interstate laws are adopted in the amount of 20-60 pieces per session.

Based on the above, we are simultaneously dealing with the absence of a government mandate to operate, as well as the active continuation of the activities of a "de jure non-existent government". This is a clear example of the condition popularly known as Schrödinger's Cat, or the concept of quantum entanglement, when "the cat is simultaneously alive and dead."
